The Department of Innovation & Technology (DoIT) is seeking to hire qualified candidates to work as an Application Developer, supporting the Department of Public Health (DPH), to perform difficult and specialized professional work in the Information Technology area of Application Services.
Requirements
- Knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
- One (1) year of professional experience in Application Services or a related Information Technology field.
- One (1) year of professional experience developing and maintaining Java-based applications integrated with SQL Server in an enterprise environment.
- One (1) year of professional experience performing data analysis to support application development, including identifying data requirements, validating data integrity, and translating findings into functional design elements.
- Working knowledge of designing, building, or modifying HL7 or HL7 FHIR interfaces using tools such as IBM WebSphere Transformation Extender or Rhapsody.
- Working knowledge of healthcare interoperability standards and data exchange protocols including HL7 x2.x, HL7 FHIR, or CDA.
- Ability to troubleshoot, diagnose, and resolve system and interface issues in a production environment, including coordination with developers and support staff.
Responsibilities
- Performs complex analysis and consults with the Project Manager on data analysis for input into the Illinois Disease Surveillance System and other assigned systems and applications.
- Provides input and assists the Project Manager with the creation and modifications of design documents.
- Assists the Project Manager with the implementation and deployment of assigned applications to the application servers.
- Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
- Develops and maintains Java-based applications integrated with SQL Server in an enterprise environment.
- Participates in application deployment and performance monitoring within a multi-tiered environment, including coordination with server and network support teams.
