Direct programs which are critical components of VDOT's Information Technology management structure that enable and provide alignment between IT initiatives and activities and VDOT's strategic business goals. Provide strategic leadership for the design, governance, engineering, managing, and optimizing Microsoft Azure infrastructure and cloud services across VDOT, with responsibility for both the Tolling program and ITD Azure platform. Ensures secure, compliant, and high-performing cloud operations, leads the transition of Tolling IT services into central governance, and aligns both environments with VDOT’s enterprise IT strategy to deliver cost-effective, scalable, and reliable outcomes.

Requirements

  • Knowledge of enterprise cloud infrastructure engineering, including Azure IaaS, Paas, and governance frameworks.
  • Knowledge of information systems data processing methods, data analysis techniques and application systems maintenance.
  • Knowledge of information systems, application platforms, and data infrastructure management.
  • Knowledge of security, compliance, and identify management standards (PCI-DSS, NIST).
  • Knowledge of strategic information technology planning and alignment of Information Technology projects, portfolios and initiatives with strategic business goals.
  • Skill in governance, risk management, quality assurance, and audit readiness.
  • Knowledge of cloud Infrastructure and network engineering.

Responsibilities

  • Lead Azure architecture and operations across environments, including network, security, and cross-region resiliency.
  • Oversee data management, integration pipelines, and privacy/retention enforcement.
  • Establish observability and reporting practices, including KPIs, compliance metrics, and availability dashboards.
  • Drive cost optimization and transparency through tagging, monitoring, and anomaly detection.
  • Integrate with ITSM processes to manage change, incidents, and service requests.
  • Ensure application and platform readiness, performance, and compliance with security standards.
  • Govern identity and access models, audit readiness, vulnerability management, and incident response.

Other

  • Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.
  • Ability to manage financial, procurement, and cost optimization processes (including FinOps).
  • Ability to manage, monitor and facilitate compliance with State and VDOT requirements for procurement, budget, and billing processes.
  • Ability to oversee vendors, contracts, and interagency technology integrations.
  • Ability to plan, coordinate, and deliver complex IT projects while balancing performance, cost, and security.
