The City of New York's Transportation Planning and Management (TPM) division, specifically the Cycling & Micromobility (C&M) Unit, needs to enhance its data collection, analysis, and program evaluation capabilities to improve street safety, increase bike ridership, and expand the city's bicycle network. This involves developing innovative programs, design typologies, project delivery, and analysis tools to meet evolving population needs and technologies, while ensuring compliance with data laws and informing future policy and planning.

Requirements

  • Proficiency in SQL
  • Intermediate skills in Python
  • Intermediate skills in GIS
  • Experience developing analytical and visualization products
  • Experience conducting quantitative and/or geospatial research
  • Experience working with large, diverse datasets
  • Familiarity with PySpark is desirable

Responsibilities

  • Overseeing existing and new data collection and analysis programs
  • Expanding the automated data collection program
  • Conducting geospatial analysis
  • Planning, designing, maintaining, and supporting the Unit’s internal databases related to bicycle and micromobility counts
  • Using programming languages to examine complex and nuanced questions
  • Developing statistical models
  • Contributing to ongoing data analysis efforts for tracking, prioritizing, and evaluating unit initiatives

  • Ability to relate complex trends in the data to larger policy issues is very important
  • Ability to work with the operations and planning team to tailor data analysis and products to their needs
  • Experience with Power BI and/or JavaScript, including Leaflet or the Folium package in Python
  • Preference will be given to candidates who have demonstrated experience or interest in transportation planning, logistics, bike share, micromobility, cycling, and working with or in the public sector
  • Possess both a valid New York State Motor Vehicle Driver’s License
  • Strong interest in cycling on NYC streets
  • Adhering to all agency safety protocols
  • Ensuring proper use of required safety equipment in both field and office settings
  • New York City residency is generally required within 90 days of appointment
  • New hires must reside in NYC for the first two years of employment
