Texas Health and Human Services Commission (HHSC) needs to establish team goals and objectives, develop guidelines, procedures, and standards for an effective, efficient, and accountable Data Services team. This involves assessing and analyzing reporting needs, evaluating systems and procedures, and facilitating workgroups to improve operational efficiency and effectiveness within Behavioral Health Services data systems.

Requirements

  • Skill in the use of statistical applications or analysis to drive inferences from data and establish baseline to measure improvement in the future state.
  • Strong technical writing and diagraming skills, including proficiency with modeling and mapping tools (e.g., Visio, or Erwin), the Microsoft Office Suite (Word, Excel, and PowerPoint) and MS Project.
  • Well-developed research and analytical skills with good problem solving and lateral thinking ability; Analysis of existing applications to identify weakness and develop opportunities for improvements;
  • Knowledge and experience with data systems and warehouses and ability to work with large databases.
  • Skill in identifying problems, evaluating alternatives and negotiating and implementing solutions to data problems.
  • Skill in advanced development, reporting and interpretation of complex client and provider data.
  • Experience with data analysis tools and large databases (SAS, Tableau, Oracle)

Responsibilities

  • Participates and provides oversight for the HHSC Behavioral Health Services (BHS) data initiatives and project activities to plan, develop, maintain, and update system and processes.
  • Interprets historical data to identify the problems, root cause, and areas of improvements for the procedural or system changes.
  • Reviews and evaluates new or improved business and management practices for application to data-related operations.
  • Develops and manages data analysis projects and initiatives, setting goals and objectives and providing work products; facilitates and participates in cross-program and multi-agency workgroups; consults with programs and IT to resolve problems, identify business needs, and discuss program effectiveness; collects, organizes, analyzes, and prepares materials including templates, reports, work plans, and communication strategies in response to requests from executive staff.
  • Reviews and oversees the complex analyses and interpretations of data and ensures the integrity of all division and agency information within BHS.
  • Assesses and analyzes data needs in response to stakeholder and program staff feedback.
  • Executes and automates data queries and transformation processes in support of performance management dashboard development.

Other

  • Works under the general direction of the DSS Data Team Director with extensive latitude for the use of initiative and independent judgment.
  • Responsible for inquiries from external and internal stakeholders and must use judgment in the level and degree of information disseminated, while maintaining the confidentiality of individual providers or other units.
  • Performs highly advanced professional, administrative, and oversight of organizational processes and policy analysis work.
  • Facilitates large-scale work groups and sessions with representatives across Behavioral Health Services.
  • May plan, assign and supervise the work of others.
