The Illinois Department of Insurance is seeking to hire an attorney to serve as a Deputy General Counsel for the Department, acting as a principal legal advisor for various insurance product divisions and overseeing key departmental programs.

Requirements

  • Requires graduation from a recognized law school and possession of a license to practice law in Illinois.
  • Requires four years of progressively responsible administrative experience in the practice of law with an extensive knowledge of the legislative and rulemaking process.
  • Prefers experience with insurance laws.
  • Prefers thorough knowledge of judicial and quasi-judicial procedures at all levels.
  • Prefers thorough knowledge of common law, Federal and State laws, and regulations.
  • Prefers ability to apply legal methods, practices, and procedures to the overall operations of a large department.

Responsibilities

  • Serves as the principle legal policy advisor for the statewide Life and Annuity Insurance Products, Health Insurance Products, Market Conduct, Consumer Education and Protection and Freedom of Information Act (FOIA) programs.
  • Serves as spokesperson for the Director and the Department to various internal and external entities, i.e., Illinois Attorney General’s Office, legislators, private attorneys, Department attorneys, general public, etc., on all statewide Life and Annuity Insurance Products, Health Insurance Products, Consumer Education and Protection and FOIA related matters, some of which may be technical or complex in nature.
  • Coordinates special investigations and reviews reports.
  • Supervises the legal activities of subordinate technical staff and advises staff regarding legal policy and regulatory affairs.
  • Assigns and reviews work.
  • Coordinates legal activities requiring conferences with attorneys, legislators, organizations, and governmental officials of various government levels to resolve matters of statutory interpretation and compliance.
  • Reviews, drafts, or consults on legislation, rulemakings, and regulatory guidance.
