The University of Texas at Austin needs to develop and implement a comprehensive data governance strategy to ensure alignment with strategic objectives, address audit findings, and establish policies, standards, and procedures for effective, secure, and compliant management of data assets.
Requirements
- Minimum of 5 years of professional experience in data governance, data management, or a closely related area, with a record of accomplishment of increasing responsibility
- Proven strong leadership and strategic planning skills, including experience developing and executing data or IT strategies at an enterprise level
- Demonstrated verbal and written communication skills, with experience collaborating across various stakeholder groups, including both technical and non-technical audiences
- Knowledge of and experience ensuring compliance with data-related regulations and policies, such as SB 475 (Texas state requirements), UT Austin’s IRUSP, UT System UTS-165, and relevant federal laws (e.g. FERPA, HIPAA)
- Hands-on experience with data quality initiatives, data integration projects, and implementing data security/privacy controls in a complex organization
- Strong analytical and problem-solving skills with the ability to assess risks, interpret audit findings, and formulate effective solutions for data governance challenges
- Familiarity with modern data governance tools and platforms (such as data cataloging, metadata management, data quality tools, etc.), and experience with business intelligence or analytics platforms is a plus
Responsibilities
- Develop and implement an enterprise data governance strategy aligned with the University’s strategic objectives
- Lead the Data Governance Council (DG Council) and ensure its effective functioning as a steering committee for data initiatives
- Establish and communicate a clear vision, mission, and set of goals for data governance across all colleges and departments
- Oversee the creation and formal adoption of a UT Austin Data Governance Policy, defining roles and responsibilities for data management
- Ensure the University’s data policies and practices comply with all relevant laws and regulations, including Texas Senate Bill 475, the UT Austin Information Resources Use and Security Policy (IRUSP), and UT System policy UTS-165 on information security
- Define and formalize data ownership roles by delegating authority to designated Information Resources Owners (IROs) and Information Resources Custodians (IRCs) in various units
- Develop and implement a data quality assurance program to improve data integrity and accuracy
