The UMMC's Office of Health Analytics and Informatics (OHAI) needs to develop, implement, and maintain a comprehensive data governance framework to optimize data collection, aggregation, analysis, and utilization across all departments to improve quality of care, operational processes, and financial outcomes.
Requirements
- Prior experience with using PL/SQL, JavaScript, and HTML in a working environment
- Understanding of data management technology, processes, and design principles
- Knowledge of industry-leading data quality and data protection management practices
- Knowledge of data-related government regulatory requirements
- Experience in managing enterprise data assets in a large, complex healthcare organization
- Skilled in working with “real world” data including scrubbing, transformation, and imputation.
- Ability to perform data discovery, exploration and interpretation
Responsibilities
- Develop, implement, and manage a data governance framework operationalizing a strategic, structured, and coordinated program to enhance the organization’s ability to manage relevant data assets with a focus on quality and financial optimization and adherence to regulatory and compliance data requirements.
- Oversee the development of data policies and protocols in relation to areas such as data quality assurance, data access and utilization, and data life cycle management.
- Oversees the integrity, usability, analysis and security of all data assets at the University of Maryland Medical Center in coordination with UMMS, FPI, and UMSOM
- Maintain an inventory of all data sources supplied to any member of the UMMC, UMSOM, and FPI staff, which includes identification of source, owner, included metrics, metric definitions, interval of distribution and identification of end-users utilizing an end-to-end data lifecycle management approach
- Responsible for the execution, implementation, and oversight of the organization’s strategic data goals
- Facilitate the development and implementation of data quality standards and data protection standards
- Identify opportunities pertaining to the use of information assets to achieve efficiency and effectiveness and represent data as a strategic asset
Other
- Master’s Degree in Information Management, Data Science, Data Analytics, or a related field preferred.
- A minimum of 5 years relevant work experience in data quality management, information architecture, data analytics and informatics
- Demonstrated experience in operationalizing data-based guidelines, policies, procedures and standards
- Utilization of a data driven, process focused, outcome-oriented approach to clinical outcomes improvement
- Prior experience with one or more of the following transaction systems (Epic, McKesson, Lawson or similar enterprise transaction systems in other industries) preferred.
