The City of Laredo is looking to solve the problem of managing and improving its water and wastewater systems, including plant expansions, improvements, and modifications, by hiring an Engineering Division Manager.
Requirements
- Knowledge of modern principles and practices of Civil Engineering in the design and construction of waterworks and sewer systems.
- Knowledge of basic accounting practices for project cost estimating.
- Knowledge of the Rules and Regulations under the Texas Commission on Environmental Quality (TCEQ).
- Knowledge of the principles and methods of administration, organization, and supervision.
- Ability to analyze, organize, and manage waterworks projects.
- Ability to build and maintain effective working relationships with others.
- Registered Professional Engineer (P.E.) License is required.
Responsibilities
- Supervises the division personnel within the Utilities Department; recommend hiring and training of division personnel as well as conducting performance evaluations; respond to grievance and disciplinary appeals and other personnel actions to ensure productivity and quality standards are maintained.
- Responsible for planning and organizing the improvements of the water and wastewater systems; including plant expansions, improvements and modifications, booster stations, lift stations, and line extensions.
- Prepares and implements a 10-year Capital Improvement Program.
- Coordinates with Engineering staff, consulting groups, and the City to ensure long-range demands anticipated and all facilities constructed to meet current and future demands.
- Oversees plat approval review processes for division and recommends revisions to the City and consulting firms.
- As project engineer, administer construction of water and wastewater improvements.
- Prepares, administers, and monitors the annual division operational and capital budget to ensure all interval control procedures are followed and cost effectiveness is achieved.
Other
- Bachelor of Science degree from an accredited college or university in Civil, Mechanical, Electrical, Chemical Engineering, or related field.
- At least seven (7) years of experience in the practice of civil, mechanical, electrical, chemical engineering, or in water/wastewater and subdivision development.
- Valid Texas Driver License.
- Ability to communicate clearly and effectively both orally and in writing.
- Ability to maintain good planning and organizational skills.
