Raleigh Water is seeking an experienced Engineering Manager to lead the Capital Improvement Program (CIP) Division, responsible for the planning, development, and execution of Raleigh Water’s 10-year, $2+ billion capital improvement plan, ensuring alignment with strategic goals and regulatory requirements.

- Professional Engineering (PE) Registration
- Engineering design principles and construction methods for water and reuse distribution systems, wastewater collection systems, and water and wastewater treatment facilities
- Federal, state, and local regulations related to water and sewer systems
- Contract administration and development
- Project and program management principles and practices
- Budget development and administration
- Critical thinking and problem-solving methodologies
Responsibilities
- Oversees and manages engineering consultants through preliminary engineering, design, and construction administration including major engineering design decisions and provide guidance to CIP team.
- Oversee and manage contractors and inspectors through construction of utility infrastructure
- Provides management and oversight of projects, programs and functional operations of the Raleigh Water Capital Improvements team, developing strategies, goals, and priorities.
- Manages master planning initiatives, providing advanced technical guidance related to processes, standards, policies and regulations, performing high-level analysis, and assigning resources
- Manages response to utility emergencies requiring engineering and/or contractor assistance
- Assists with customer concerns, escalations, and provides technical support for the most complex capital improvement projects
- Supervises and manages Raleigh Water Capital Improvement team, which includes engineers, inspectors, and technical staff
Other
- Leading a multidisciplinary team of engineers, inspectors, and technical staff.
- Developing and managing the CIP budget forecast and overseeing short-term and long-range planning strategies.
- Coordinating closely with internal teams such as GIS, Asset Management, and Development Review, as well as other Raleigh Water divisions and City departments.
- Serving as one of a departmental liaison to Raleigh Water’s merger communities served (Garner, Knightdale, Rolesville, Water Forest, Wendell, and Zebulon).
- Bachelor's Degree in Civil Engineering or related Engineering field and 5 to 7 years' experience in engineering, construction management or related work OR Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted
