The City of Durham's Department of Water Management (DWM) is seeking an engineering manager/project manager to manage capital projects aimed at improving, expanding, and maintaining critical water and sewer infrastructure, including treatment plants, dams, and pipelines. The role involves overseeing a significant capital budget and contributing to the design and construction of new facilities.
Requirements
- Five years of engineering experience in the water/wastewater industry or a closely related field
- Two years of supervisory experience (such as a team lead, supervisor, manager, etc.)
- A North Carolina Professional Engineer (PE) Registration (or if registered in another state, ability to obtain within 6 months of hire)
- 5 or more years of experience managing public bids for water/wastewater treatment capital projects either in the private or public sector
- Knowledge of methods used in design and operation of water/wastewater treatment plants and/or dams
- Knowledge of applicable laws and regulatory codes relevant to design, permitting, and operation of water/wastewater treatment plants and/or dams
Responsibilities
- Serves as a lead for capital project management on large, complex projects and/or multiple projects.
- Prepares, reviews, and analyzes engineering request for proposals/qualifications, contracts, agreements, reports, studies, presentations, plans, specifications, bids, and other documentation.
- Develops and administers contracts; develops project scopes, budgets, and schedules; reviews design submittals; provides technical expertise and consultation to City departments and external agencies
- Makes decisions regarding contract amendments, construction change orders, project closeouts; reviews and approves plans, specifications, and other technical information; and ensures informational accuracy and compliance with requirements, standards, and applicable regulations, policies, and procedures.
- Oversees data collection and analysis; maintains records, logs, and databases; tracks post-implementation project progress and requirements
- Designs, implements, and evaluates special projects
- Prioritizes and manages divisional programs; work involves assessing City needs and requirements, researching technology and other trends, developing processes to improve operational efficiency, developing short- and long-term program budgets, staffing projects, establishing performance standards and goals, and performing related duties.

- Bachelor’s degree in engineering
- Valid North Carolina Class "C" Driver's License; if out-of-state, must obtain a NC license within 60 days of hire
