The California Department of Public Health (CDPH) is seeking an Information Technology Specialist I to solve complex technical challenges within their Information Technology Services Division, specifically focusing on supporting and developing innovative software solutions that align with CDPH Enterprise standards and advance public health initiatives.
Requirements
- Serves as a technical subject matter expert on products, systems, applications, databases, and specialized technologies, ensuring sufficient and adequately trained team members can provide support on a routine basis using appropriate application, script, markup, framework, programming interfaces, data models, data access, and database skills.
- Performs database design, development, and maintenance for applications and products.
- Recommends and applies best practices for installation, configuration, security management, performance tuning, capacity planning, and maintenance as an application database developer for transaction and reporting systems and databases.
- Identifies data export, import, transformation, and extraction architectures involving large and highly confidential data sets.
- Acts as a project lead for all aspects of enterprise systems including application, data, and security in highest levels of security environment.
- Identifies requirements, feasibility, architecture, configuration, specifications for upgrades, new services, migration of systems, and new systems.
- Develops and maintains governance, service agreements, procedures, recommendations, policies, standards, guidelines, cost, architecture, configuration, installation, inventory, and training for environments and customers.
Responsibilities
- Perform studies and research analysis related to technology projects; provides information technology consultation in support of business programs; coordinates and consults with users, administrators, and engineers to identify business and technical requirements; develops and sustains cooperative working relationships with project stakeholders; identifies infrastructure system requirements and recommends technology standards and methods to support organizational needs.
- Supports all aspects of product, system, application, and customer support of enterprise web- based systems for all tiers and full lifecycle using a broad range of highly-technical skills to support systems and customers of the systems having significant impact on business operations and in public health statewide.
- Administers the products, systems, and applications, and integrates systems; systems are commercial, modified commercial, cloud, or custom.
- Installs, configures, develops, tests, and troubleshoots products or applications with appropriate planning using delegation and distribution of management functions based on roles.
- Properly configures and maintains auditing and access control, including system scans for compliance and security issues, proactively minimizing issues, and routinely monitoring and taking corrective action to minimize department risk.
- Plans for and conduct disaster recovery operations.
- Routinely executes tactical maintenance tasks such as application code changes, performance, service level, availability, security, troubleshooting, root-cause assessment and correction, domain and network routing, installation preparation, and other operational tasks commonly employed in the technology industry.

- Acts in a leadership role and demonstrates technical versatility for lower-level staff aligning with technological modernization strategies in support of CDPH programs.
- Acts as a project lead for all aspects of enterprise systems including application, data, and security in highest levels of security environment.
- Works independently as a technical specialist while reporting project status, issues, resource, and incident information to management and fellow teams.
- Acts as a technical and analytical lead for junior staff members and as a consultant team member or lead on the more complex systems, products, and applications.
- Serves as a mentor to other technical staff and business units to ensure that succession planning is addressed and applications/systems are utilized in an efficient and productive manner.
