King County's Wastewater Treatment Division (WTD) needs to improve its regional wastewater infrastructure, water quality, the environment, and public health by collecting, analyzing, and communicating wastewater flow data. This data is crucial for supporting conveyance system improvement and combined sewer overflow projects and programs.
Requirements
- A good understanding of basic hydraulics especially as related to measurement of flow and working knowledge and understanding of the methods and processes of flow monitoring, including flow monitoring equipment installation and verification field procedures, analyzing data (using graphical and statistical tools) for calibration, trends, patterns, and outliers
- Proficiency using computers and applications including word processing, spreadsheets, databases, and data collection, analysis and presentation (or reporting) software
- Demonstrated technical competence in all aspects of flow monitoring including site investigations, meter installation, field verification, data collection, detailed data analysis, and reporting; ability to inspect and approve installation of approved flow meters and to recognize installation deficiencies and omissions and develop a corrective action listing
- Working knowledge and experience in the areas of sewer inspection, testing, monitoring, and operations and maintenance of a water or wastewater collection system
- Working knowledge of a Computerized Maintenance Management System (CMMS) such as Mainsaver or Maximo
- Working knowledge of Geographic Information Systems such as ArcGIS
- Thorough knowledge of current acceptable flow monitoring and reporting methods, practices, and requirements for long-range programs within WTD
Responsibilities
- Collect, review, and analyze portable flow meter data. Perform Quality Assurance and Quality Control review of flow data. Edit as appropriate and finalize flow data for submittal and reporting. Ensure data is appropriately managed in databases.
- Support the collection and analysis of pump station flow and rain gauge data
- Assist Flow Monitoring field crews with troubleshooting data quality, maintenance, and telemetry issues
- Assist in flow meter installations and site calibrations (field verifications) including on-site visits and working with field staff.
- Review existing flow monitoring Standard Operating Procedures (SOPs) and guidelines and develop recommendations for improvements and new processes. Interface with vendors and manufacturers regarding flow monitoring hardware and software issues.
- Prepare service and maintenance requests for flow monitoring field crews. Create Work Orders in a Computerized Maintenance Management System (CMMS) such as Mainsaver for the service/maintenance requests. Prepare flow monitoring Key Performance Indicators (KPIs) for reporting on a monthly, quarterly, and annual basis.
- Interface with WTD project managers, planners, modelers, and operations staff to coordinate flow-monitoring efforts. Provide flow monitoring technical expertise, and flow data and related information to WTD staff, and external clients as needed. Represent the Flow Monitoring work group on various internal and external planning groups and project teams.
Other
- Combine data collection, analysis, timemanagement, planning and prioritization, communication, and collaboration knowledge, skills, and abilities to collect, analyze, and communicate wastewater flow data and information used to support various conveyance system improvement and combined sewer overflow projects and programs.
- Have the opportunity to work individually and as part of a team with a wide range of people throughout Wastewater Treatment division (WTD), with consultants and other governmental agencies.
- Working independently at times, and at other times, working as a Flow Monitoring team member that supports various leads, project managers and operations staff.
- Making decisions with minimal guidance on flow meter installations, and flow data quality and maintenance issues that may not have established or clearly defined guidelines or procedures.
- Demonstrated ability to follow standard processes for routine data processing and preparation of data for review and audits;
