CACI is looking for a Full Stack Developer to support the BEAGLE (Border Enforcement Applications for Government Leading-Edge Information Technology) Agile Solution Factory (ASF) Team, which aids Customs and Border Protection (CBP) client. The role involves modernizing and maintaining legacy systems for the Department of Homeland Security (DHS), aiming to enhance national safety, security, and prosperity by supporting CBP agents and officers.
Requirements
- Demonstrated strong understanding and practical experience across all layers of the software stack, including: Front-End: Deep proficiency in modern UI/UX development, component-based architectures, and responsive design principles.
- Middle-Tier: Expertise in designing and implementing robust RESTful APIs, microservices, and business logic.
- Back-End: Solid command of database design, data modeling, query optimization, and interaction with various data stores.
- Core Technical Stack Proficiency: Proven hands-on experience and advanced proficiency with at least one pairing from the following: Back-End: Java (with Spring Boot) OR C-Sharp (.NET Core/.NET) Front-End: React OR Angular (latest versions preferred) Database: PostgreSQL OR Oracle
- Extensive experience in applying core software engineering principles to produce high-quality, maintainable, and scalable code, including: Designing and building reusable libraries, components, and APIs.
- Implementing complex business logic and solutions.
- Driving code quality through rigorous code reviews, unit testing, integration testing, and leading technical discussions.
- Focus on performance optimization and secure coding practices.
- Comprehensive understanding and practical experience within an Agile development environment (Scrum, Kanban, or SAFe), including active participation in all phases of the Software Development Life Cycle (SDLC) from planning and requirements analysis to deployment and maintenance.
- Advanced experience with SQL and/or PL/SQL, including writing complex queries, designing efficient schemas, and performance tuning for large datasets.
- Demonstrated experience with cloud-native development principles and practices (e.g., microservices, serverless, containerization).
- Practical experience with one or more major commercial cloud providers (e.g., AWS, Microsoft Azure, Google Cloud Platform), including familiarity with their core services (compute, storage, networking, security).
- Experience with container orchestration platforms such as Kubernetes (e.g., AWS EKS, GCP GKE, Azure AKS) and other common cloud services (e.g., managed databases, serverless functions, monitoring, logging, CI/CD pipelines).
- Deep expertise in designing, developing, and optimizing complex, high-performance middleware and API solutions using Java (Spring Boot) or C-Sharp (.NET Core/.NET).
- Experience with advanced concepts such as asynchronous programming, message queues (e.g., Kafka, RabbitMQ), caching strategies, and robust API security implementations.
- Proven ability to build scalable and resilient backend services that support diverse front-end applications.
- Relevant technical certifications such as AWS Certified Developer, AWS Certified Solutions Architect, OCP Java, or similar cloud/development-specific certifications.
Responsibilities
- Architect, design, develop, test, and deploy robust and scalable full-stack applications and features for both modernized and legacy systems. This includes hands-on development across front-end (UI/UX implementation), middle-tier (API development), and back-end (database interaction and business logic) components with minimal supervision.
- Actively participate and contribute to all Agile Scrum ceremonies, including daily stand-ups, sprint planning, backlog refinement, sprint reviews, and retrospectives. Collaborate effectively with cross-functional teams to define requirements, estimate tasks, and deliver committed sprint goals.
- Promote and ensure high standards of code quality through rigorous code reviews, automated testing (unit, integration, end-to-end), continuous integration, and adherence to secure coding practices. Contribute to the development and refinement of software engineering guidelines and best practices.
- Design and implement robust APIs and microservices for seamless integration between various system components and external services. Optimize application performance, scalability, and security across all layers of the stack.
- Proactively identify, diagnose, and resolve complex technical issues and architectural challenges. Provide technical guidance and innovative solutions to enhance system reliability and efficiency.
- Continuous Improvement: Contribute to the continuous improvement of development processes, tools, and technologies. Stay current with emerging industry trends and evaluate their applicability to the project.
- Support and collaborate with teammates, fostering a culture of shared responsibility and knowledge transfer to ensure collective product and team success.

- Must be a U.S. Citizen with the ability to obtain and maintain a CBP background investigation (criteria include, but are not limited to: 3-year check for felony convictions, 1-year check for illegal drug use, 1-year check for misconduct such as theft or fraud).
- Bachelor's degree in Computer Science, Software Engineering, Information Management Systems, or a closely related technical discipline.
- Minimum of seven (7) years of progressive professional experience in full-stack software design, development, and implementation, specifically contributing to complex, enterprise-level applications.
- Must be available to work a hybrid schedule in Ashburn, VA.
- Proven ability to mentor junior developers, conduct knowledge sharing sessions, and contribute to the growth and technical excellence of the team.
- Prior experience working within a Federal Government contracting environment, particularly supporting agencies like DHS or CBP, or familiarity with related compliance and security standards.
