The Nebraska Department of Health and Human Services needs to maintain and enhance the N-FOCUS application, a critical system supporting health and human services programs, to ensure its reliability, performance, and security for the benefit of Nebraskans.

Requirements

  • At least 5 or more years of experience with COBOL, DB2, SQL in an IBM z/OS mainframe environment with the ability to perform development and enhancements for a large complex computer system.
  • At least 2 years’ experience as an applications developer working on a Department of Health and Human Services eligibility and claims processing systems application (e.g., Medicaid, Medicare, or Health Insurance is highly desirable).
  • Experience with JIRA, Service Portal Ticket system, and Workfront.
  • two years of experience, education, or training in coding computer applications; programming experience can be substituted for education on a year for year basis.

Responsibilities

  • Design, develop, and deploy solutions to support DHHS N-FOCUS applications.
  • Maintain the performance, scalability, and security of all DHHS applications.
  • Troubleshoot and resolve complex production issues under tight timeframes, occasionally support after-hours production incidents.
  • Conduct testing to ensure high-quality deliverables.
  • Collaborate with cross-functional teams to refine business requirements into technical solutions.
  • Document technical solutions, application architecture, and development processes.
  • Lead small-to-medium projects or components of larger projects, providing clear project plans, timelines, and status reports.

  • This is listed statewide, as we may consider placement in other DHHS office locations across Nebraska for the right candidate; however, the Nebraska State Office Building in Lincoln is highly preferred.

  • Must have strong technical, organization and planning, problem-solving, and decision-making skills.
  • Must be able to communicate effectively across multiple platforms and handle issues in a professional manner.
