The position aims to solve the business and technical problem of developing and maintaining secure, web-based applications that align with the Risk Management Framework, enhancing application infrastructure by integrating new data, software, and functional processes to meet mission requirements.

Requirements

  • Leads software development life cycle, including requirements gathering, design, coding, testing, deployment, and maintenance of secure, web-based applications.
  • Expand and integrate application infrastructure by implementing new software and configuring systems.
  • Managing projects and collaborating with cross-functional teams.
  • IAT LEVEL III - This is an Information Assurance Workforce position. Selectee must meet position requirements for certification in Information Assurance Technology (IAT-III) within 6 months or less of entrance on duty.
  • Leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards.
  • Using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support.
  • Clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/ officials to take action on suggestions for improvement.

Responsibilities

  • Leads all phases of software development including initiation, requirements gathering, design, coding, testing, deployment, and maintenance.
  • Develops and modifies software applications and ensures alignment with the Risk Management Framework.
  • Assesses proposed changes to application design and communicates impacts on cost, schedule, and performance.
  • Applies advanced technical expertise to meet mission requirements and supports information management systems.
  • Enhances application infrastructure by integrating new data, software, and functional processes.
  • Designs and builds web-based applications using current and emerging technologies.
  • Works collaboratively with DoD personnel and contractors to implement projects.

Other

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • A background investigation and credit check are required.
  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • One year trial/probationary period may be required.
