GovCIO is seeking a Java Developer to support the Pension Benefit Guaranty Corporation (PBGC) by providing DevOps support and implementing enhancements to PBGC's enterprise IT systems within the EBTS portfolio.
Requirements
- 8+ years of Java development experience, with strong expertise in J2EE, Spring Framework (Core, Boot, Data), and Hibernate.
- Experience with Oracle WebLogic Server and Oracle 19c database, WebLogic 14c R2.
- Proficiency with Application Development Framework (ADF).
- Strong programming skills in Java (8+), JavaScript, ReactJS, Redux, Vert.x, and familiarity with front-end technologies like HTML, CSS, XML, and jQuery.
- Experience designing and developing RESTful APIs and web services using XML and JSON.
- Hands-on experience with CI/CD tools such as Jenkins, Docker, Kubernetes/OpenShift.
- Experience with automated testing tools like Selenium, Cucumber, Jest, JUnit/TestNG.
Responsibilities
- Analyze, design, develop, and test enterprise-wide web applications utilizing Java and JavaScript-based technologies.
- Support the full system development lifecycle within an agile framework, emphasizing CI/CD and DevSecOps practices.
- Apply enterprise standards and best practices for coding, application design, and REST/API development.
- Translate business requirements into effective technical solutions, ensuring alignment with organizational goals.
- Proactively identify technical problems and work on resolutions, mentoring team members as needed.
- Design and implement Java-based solutions, including defining application objectives and functionalities.
- Debug and resolve technical issues, ensuring optimal application performance and stability.

- Bachelor’s degree in Computer Science, MIS, or a related field.
- 12+ years of experience in information technology or equivalent professional experience.
- Solid understanding of agile methodologies such as Kanban, Scrum, or SAFe.
- Knowledge of multiple back-end languages including C-Sharp, Python, and JavaScript frameworks like Angular, Node.js.
- Must be able to obtain and maintain a PBGC public trust clearance.
