The FMS-ACES program aims to modernize the Army's Foreign Military Sales case execution and management processes by replacing a 50-year-old legacy system and consolidating two disparate systems into a single source of Army FMS data. This modernization will streamline business processes, standardize data, and enable real-time, data-driven decisions through improved business analytics and integration with 26 distinct financial and logistic systems.
Requirements
- Demonstrable experience in a Lead, Subject Matter Expert (SME), or other advisory level position as a data architect
- Experience with Agile methodologies
Responsibilities
- Translate business requirements into technology-driven data strategies, ensuring alignment with Army-wide data, cloud, and digital transformation initiatives.
- Define data standards and principles that support operational efficiency and decision-making.
- Design and implement a comprehensive data management framework covering the entire data lifecycle, including planning, specification, acquisition, maintenance, usage, archiving, retrieval, control, and purging.
- Provide a holistic data architecture strategy that reduces redundancy, eliminates inaccuracies, standardizes data storage, and minimizes duplication.
- Oversee the planning and execution of data quality improvements, addressing poorly understood data to enable a modern data mesh that enhances data management and governance.
- Eliminate siloed data across disparate systems, enhance data autonomy, and establish robust data governance frameworks to ensure consistency, security, and accessibility.
- Ensure completion and compliance with key deliverables, including data dictionaries, entity relationship diagrams, data models, and documentation.
