Raytheon's Air & Space Defense Systems (ASDS) business needs to support and manage export/import licensing activities, providing guidance on ITAR and EAR regulations to enable business growth and ensure compliant business practices in a complex regulatory landscape.
Requirements
- Experience in drafting and submitting Department of State and/or Department of Commerce license and agreement applications and other authorization requests
- Experience with DECCS, SNAP-R, OCR EASE, and/or other automated licensing and compliance systems and/or resources
- Active & transferable DoD Secret Clearance
- Currently an Empowered Official
- Extensive knowledge of Global Trade systems such as RGEMS and/or SAP systems
Responsibilities
- Serve as Empowered Official.
- Provide export/import licensing guidance and license portfolio management guidance.
- Support the business with developing export/import licensing strategies to enable business growth.
- Subject Matter Expert (SME) in ITAR and EAR Export Authorizations requirements and drafting.
- Review, prepare, submit, and manage various Export/Import Authorizations (Licenses: DSP-5, DSP-85, DSP-73, DSP-61, DOC licenses; Agreements: MLAs and TAAs; Exemptions/Exceptions) to authorize the transfer of regulated hardware, technical data, software, and services.
- Review and approve export transactional requests involving engineering support services, meetings, employee travel, visitor access, technical data/defense service exports, and hardware exports.
- Provide day-to-day guidance and support to SIM personnel on export licensing and compliance needs (e.g., releasability, etc.).

- The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
- Typically requires University Degree and minimum of 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience

- Problem solver, and self-starter to work independently under time sensitive circumstances
- Strong collaboration, interpersonal, written and verbal communication skills to build effective relationships with all levels of internal and external stakeholders
