The City of Portland's current data systems, performance metrics, and business processes require significant modernization, and this position will take a leading role in designing and implementing those improvements.
Requirements
- Knowledge of performance measurement systems, data management practices, and principles of public administration and process improvement
- Experience with developing dashboards, data integration solutions, and reporting tools using Power BI, SQL, or similar platforms, in coordination with IT or other technical teams
- Experience supporting cross-divisional analytics or process improvement projects, including coordinating with multiple stakeholders and applying quantitative and qualitative analysis methods
- Ability to clearly present technical and operational analysis in ways that are understandable to executive leadership and non-technical audiences
- Ability to provide mentorship and technical guidance to other analysts, fostering skill development and effective teamwork
- Technical fluency in tools like Power BI, SQL, or Python
- Experience integrating data across legacy systems and platforms (e.g., Maximo, Power BI)
Responsibilities
- Drive bureau-wide efforts to modernize critical data systems (e.g., Power BI, Maximo)
- Collaborate with IT and cross-divisional teams to integrate systems and improve data accessibility and interoperability
- Design and implement performance measurement frameworks that align with City and bureau goals
- Lead enterprise-level process improvement initiatives that enhance efficiency and service delivery
- Conduct complex forecasting, modeling, and root-cause analysis to support executive decision-making
- Mentor Analyst I and II staff and provide technical oversight on analytical projects
- Develop bureau-wide frameworks and metrics for measuring and improving performance
Other
- A degree in public administration, business analytics, data science, or a related field
- Certification in Lean/Six Sigma, change management, or process improvement methodologies
- Ability to work Monday–Friday, 8 am-5 pm, with an alternate schedule potentially available
