Raytheon is seeking a Geospatial Software Engineer for the Next Gen Water Prediction Capability (NGWPC) program. The NGWPC program intends to build a scalable, operational-quality Next Generation Water Resources Modeling Framework, hydrologic and hydraulic model formulations, upgraded Flood Inundation Mapping (FIM) capabilities, and an underlying enterprise hydrofabric used in operational National Water Model (NWM) and flood forecasting operations. It is a cornerstone for the National Oceanic and Atmospheric Administration’s (NOAA) National Weather Service (NWS) Office of Water Prediction (OWP).

Requirements

  • Experience with integrating high-resolution hydrographic, topographic, bathymetric, and/or channel shape data.
  • Experience using geospatial datasets at enterprise scale.
  • Experience with raster and vector data, coordinate reference systems (CRS), and/or common formats such as GeoTIFF, NetCDF, and/or COGs.
  • Experience with the design and maintenance of a cloud optimized data dissemination platform supporting NextGen.
  • Experience with geospatial libraries and tools including GDAL/OGR, GeoPandas, Xarray, and/or Zarr.
  • Experience participating in large system and subsystem planning sessions and adhering to product build and release schedules and strategies.
  • Hands-on experience in software containerization deployment using Kubernetes, Singularity and/or Docker.

Responsibilities

  • Lead and coordinate Enterprise Hydrofabric development activities.
  • Architect, Design and develop scalable geospatial services in Python, leveraging formats such as STAC, Zarr, and GeoTIFFs.
  • Design, develop and deploy geospatial data services to cloud platforms including AWS, GCP, or Azure computing environments running containerized applications.
  • Participates in all phases of systems development, with emphasis on the programming, testing, documentation, and acceptance phases.
  • Fosters the collaboration with the NOAA OWP to construct software and data products.
  • Analyzes systems requirements and design specifications and performs database analysis, design, implementation, and testing.
  • Performs technical and subject matter research on emerging technologies to determine impacts on application executions.

  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.
  • Typically requires a Bachelor’s degree in Geography, Cartography, GIS, Computer Science, or a related field and a minimum of 8 years of professional experience
  • Travel to Dulles, VA facility as needed for customer activities.
  • The successful candidate for this role will be required to reside and work from one of the 50 U.S. states (excluding U.S. territories).
