The City of Charleston is looking to solve the problem of managing stormwater pump stations and related engineering improvements, including design, construction, and operations.
Requirements
- Bachelor's degree (BS) in Civil Engineering or equivalent; and ten years of related experience and/or training; or equivalent combination of education and experience.
- Professional Engineering License in the State of South Carolina. A PE license from another state is acceptable for the purposes of hiring, however the employee must obtain a South Carolina license within six months from the date of hire.
- Thorough knowledge of Microsoft Windows, Outlook, Excel and Word or similar software.
- Previous experience in all aspects of storm water management and hydraulics for drainage design, pump station operation, hydrology or site design and paving.
- Familiarity with CAD and other civil/site design software packages as well as pump station software such as Factory Talk, Top View.
- Valid South Carolina Driver's License.
- Knowledge of SCADA systems and pump station equipment
Responsibilities
- Oversees operation and maintenance of 4 City stormwater pump stations with flow rates from 50,000 gpm to 360,000 gpm.
- Acts as lead engineering project manager for design, construction, and maintenance projects related to City stormwater pump stations.
- Responsible for operating and maintaining the Supervisory Control and Data Acquisition (SCADA) system which remotely monitors the pump stations and provides emergency notifications in the event of mechanical or other problems at the pump stations.
- Responsible for operating and maintaining equipment, including but not limited to: electric submersible pumps ranging in size from 75 h.p. to 350 h.p., diesel-driven pumps with 950 h.p. diesel engines, fuel storage and supply system and backup diesel generators.
- Leads implementation of projects after planning, including any or all of the following: preparation of total project budget; initiating review process (CPR, DRC, TRC, BAR, etc.); selection of design professionals; direction of design process through schematic design, design development and construction documents; bidding, negotiation and award of contract.
- Manages the construction process of capital projects after implementation, including: mobilization coordination, utility coordination, contract administration throughout construction process, including approval of pay applications, issuing of change orders and/or directives, etc.; ensuring compliance with contract documents through final completion and close-out; and monitoring project through warranty period.
- Develops and manages budgets and Standard Operating Procedures for Pump Station Operation and Maintenance

- May require evenings, weekends, and holidays as scheduled.
- In the event of major storms or other emergency situations, this position may be subject to 24-hour shifts or any other emergency schedule that is necessary to meet the City’s needs.
