The Oregon Public Defense Commission (OPDC) is seeking a skilled Senior Research Analyst to support and improve tri-level public defense services through high-impact research and data analysis.
Requirements
- A bachelor’s degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures.
- Experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.
- Experience in using trends such as social, economic, or industrial to do analytical research.
- Experience using advanced statistical or quantitative analysis computer applications.
- College-level coursework in advanced statistics or quantitative analysis that includes such methods as multiple regression, factor analysis, analysis of variances, and discriminate analysis.
- Proficient in using statistical and visualization software to present findings clearly.
- Skill in translating complex data into actionable insights for diverse stakeholders.
Responsibilities
- Design and execute both qualitative and quantitative research to support OPDC, focusing on trial-level representation and related services.
- Develop research plans, and analyze results in relation to program goals, offering insights through statistical and narrative reports.
- Use forecasting models and evaluation methodologies to monitor attorney caseloads, workloads, and contract compliance, ensuring efficient resource allocation and budgeting.
- Develop tools and processes for standardized data collection and for using statistical software to visualize findings and guide policy decisions.
- Lead outcome evaluations of contract models, helping to define and monitor performance standards and compliance across programs.
- Provide technical consultation by presenting research and data to stakeholders such as the Oregon Public Defense Commission, courts, and public defense contractors.
- Collaborate with IT to design and implement data systems, extract, and analyze complex data, and ensure the accuracy and completeness of all data and project outputs.

- A bachelor’s degree in any discipline.
- Three years’ experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.
- Two of the three years must have included coordinating complex research projects.
- Ability to work constructively in teams, foster inclusive and respectful workplace relationships, and support diversity and equity in all aspects of work.
- Must be able to report to the Salem office a minimum of three days of the work week during the first six months of employment.
