The business problem is to oversee and lead various software development projects for federal civilian agencies, ensuring timely delivery and coordinating the activities of the development team to help the government ensure the well-being of U.S. citizens.
Requirements
- Strong understanding of software development methodologies, including Agile and Scrum.
- Proficiency in project management tools such as JIRA, or Microsoft Project.
- Strong hands-on experience with Windows application server configuration, IIS, Azure, Microsoft .NET Framework, .NET Core, SQL server, SSRS (SQL Server Reporting Services), and GitHub.
- Experience with Oracle APEX is a plus.
- Strong understanding of Agile project management, including sprint planning, daily stand-ups, retrospectives, and backlog grooming.
- Experience with hybrid methodologies.

Responsibilities
- Project Planning and Execution: Develop comprehensive project plans that outline scope, objectives, timelines, resources, and deliverables. Ensure that projects are executed according to plan and within the designated timeline.
- Team Coordination: Lead and manage the development team, including software developers, business analysts, QA testers, and other technical/application hosting staff. Assign tasks, set priorities, and monitor progress to ensure that project goals are met.
- Quality Assurance: Ensure that all project deliverables meet quality standards and client expectations. Coordinate with QA testers and conduct regular reviews to identify and address defects.
- Documentation and Reporting: Maintain comprehensive project documentation, including project plans, status reports, and post-project evaluations. Prepare and present project reports to senior management.
- Compliance and Risk Management: Ensure compliance with federal legal and regulatory requirements, providing support for application compliance and security audits. Identify potential project risks and develop mitigation strategies to address them.
- Team Leadership: Provide strong leadership to the team, creating an environment that fosters collaboration, innovation, and high performance.
- Stakeholder Communication: Act as the primary point of contact between multiple clients, stakeholders, and the development team. Provide regular updates on project status, milestones, and timely escalation of issues or risks.

- Education: Bachelor’s degree in Computer Science, Information Technology, or a related field.
- Citizenship: US Citizenship Required
- Experience: Minimum of 12 years of experience with a strong track record of successfully delivering complex, high-impact projects for federal government clients.
- Certifications: PMP strongly desired.
