Northrop Grumman is seeking a Ground Element Modernization (GEM) Technical Program Manager to lead and manage the GEM Technical Program and installation efforts at both CONUS and OCONUS operational sites, providing innovative and effective engineering solutions to solve complex technical and installation challenges.
Requirements
- Domain knowledge across the Mission One customer portfolio
- Experience with software product lines and site deliveries
- Experience with site installations, including ADPE obsolescence & OS upgrades
- Working knowledge of EVM, previous CAM experience, and IMS schedules
- Familiarity with the Atlassian Tool Suite (Confluence, Jira, Bitbucket, Bamboo)
- Prior knowledge of Agile and DevSecOps
- Active SSBI with the ability to obtain SCI access prior to start date
Responsibilities
- Lead and manage the Ground Element Modernization (GEM) Technical Program and installation efforts at both CONUS and OCONUS operational sites
- Provide innovative and effective engineering solutions to solve complex technical and installation challenges
- Work closely with the Chief Engineer, Systems Engineering, and Software Engineering teams
- Manage a site installation team focused on upgrading existing ADPE, upgrading the operating system, and installing new software baselines for multiple ground element C2 architectures and product lines at multiple locations
- Coordinate with customer reps and E1 stakeholders to ensure successful software installations
- Execute Cost Account Management (CAM), Earned Value Management (EVM), and Integrated Master Schedule (IMS) business aspects of the role
- Participate in Agile scrum team or familiarity with the Agile process

- A minimum of 12 Years of relevant experience with a Bachelors in Science; 10 Years with Masters; 8 Year with PhD; an additional 4 years of experience may be considered in lieu of degree
- Active TS/SCI security clearance
- U.S. Citizenship is required for all positions with a government clearance and certain other restricted positions
