The Military Sealift Command (MSC) Business Systems Branch (Code N611) manages, operates, and maintains the Command’s Business Systems, as well as interfaces with Navy Enterprise Defense Business Systems. MSC’s Business Systems are comprised of several software intensive systems designed to provide business activity support to globally assigned ashore and afloat personnel. The Technical Manager supports the Contractor PM and will be able to fill in for the Contractor PM within the Contractor’s organization as well as interface with the MSC PM, MSC N611 BSM and MSC COR.
Requirements
- 10+ years of technical leadership for DoD or DoN programs in the scope and depth of tasks described in the PWS including: Technical experience directly related to so ware/system development (Agile methodology) using a DevSecOps framework
- Proven experience with migrating systems to cloud
- Proven experience with managing DoD Cyber Strategy initiatives to include Cyber Risk, Zero Trust, and Data.
- Proven experience with managing data tool projects.
- Knowledge of DoD/DoN BI and AI initiatives
- Within the 10 years, at least seven years related to the implementation and maintenance of management information systems and software intensive systems
- Within 10 years, at least seven years of managerial leadership mobilizing teams to complete PWS activities per established procedure.
Responsibilities
- The TM is responsible for establishing guidelines for all technical aspects of contract performance under the leadership of the PMO, including implementation, technical assistance and life-cycle support of all Business Systems applications and infrastructure within their area of expertise.
- The TM shall provide IT expertise, establish standards required for performance, establish policies and procedures required by the PMO, and support the PMO in communicating with all levels of management across the Business Systems stakeholder community.
- The TM shall ensure all Business Systems architecture (Cloud and on-premises) is optimally configured to provide best system performance to the user community while ensuring cost is kept within projected budgets.

- Bachelor of Science (BS) Degree in Engineering, Computer Science, Mathematics, Management Information Systems, or related field. (May not be substituted with experience).
- At least five years of system development and integra on experience for DoD or so ware DoN programs hosted in the AWS GovCloud.
