The Oregon Department of Human Services (ODHS) is seeking a Transformation Project Research Analyst to assist in the development and implementation of outcome, process, and output measures to assess the effectiveness and impact of the Unified Children and Family Services Continuum as part of the agency’s Transformation Project.
Requirements
- A Bachelor's Degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years’ experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.
- Two of the three years must have included coordinating complex research projects.
- Five years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.
- Two of the five years must have included coordinating complex research projects.
- Strong background in research design, program evaluation, performance measurement, developing outcomes/outputs.
- Familiarity with logic models, theory of change frameworks, and using data to inform policy or systems redesign.
Responsibilities
- This position will assist in the development and implementation of outcome, process, and output measures to assess the effectiveness and impact of the Unified Children and Family Services Continuum as part of the agency’s Transformation Project.
- This position supports the design of data collection and analysis of an integrated, client-centered service delivery model that strengthens family well-being, promotes economic mobility, and reduces the need for deeper system involvement, particularly in child welfare.
- The position is responsible for identifying appropriate short- and long-term outcome metrics that reflect client progress, satisfaction, and experience, with a focus on equity, accessibility, and cultural responsiveness.
- When existing data sources are insufficient, the position will recommend practical, ethical, and sustainable data collection strategies to inform performance measurement and continuous improvement.
- Additionally, this position will support the agency in planning for future research and evaluation efforts to assess the long-term effectiveness of transformation initiatives.
- This role is responsible for defining key evaluation questions, identifying relevant indicators, and helping ensure that data and measurement infrastructure are in place to support future studies.
